Obama restores Endangered Species Act protections
Presidential memorandum initiates review and eventual replacement of Bush administration's eleventh-hour weakening of endangered species conservation
WASHINGTON—President Barack Obama today vowed to let science guide decisions at the Department of the Interior, and recognized the vital role of the Endangered Species Act in protecting America’s imperiled wildlife.
Speaking from the halls of the Department of the Interior, President Obama requested that federal agencies continue to consult with federal wildlife experts at the U.S. Fish and Wildlife Service (FWS) or National Marine Fisheries Service regarding actions that might impact threatened and endangered species. Today’s memorandum also requests the Interior and Commerce Departments to review controversial Bush-era regulations that weakened protections for the nation’s most imperiled plants, fish, birds and other animals.
The following is a statement from Jamie Rappaport Clark, executive vice president for Defenders of Wildlife and former director of the FWS.
“It’s refreshing to hear good news for endangered species coming from the White House. By restoring the requirement for federal agencies to get agreement from federal wildlife experts on the effects of their projects, President Obama has begun the process of returning oversight and accountability under the Endangered Species Act. The U.S. Fish and Wildlife Service are the ‘keepers of the flame’ for imperiled plants and animals. We look forward to working with the administration to permanently withdraw the flawed Bush administration regulations and restore the Section 7 consultation procedures that have been successfully used for more than 20 years.
“President Obama waited less than six weeks after taking office to visit the Department of the Interior, declare his support for the goals of the Endangered Species Act, and begin to restore public trust in the Department that manages a fifth of our country’s land. By contrast, former President Bush waited until the final six months of his presidency before visiting the Department of the Interior, after his administration spent years politically manipulating science and decision-making at the Department. What a welcome change!”

Background:
First proposed by the Department of the Interior in August 2008, the Bush administration changes to Section 7 of the Endangered Species Act would have eliminated the requirement that agencies seek advice from expert biologists with federal wildlife agencies in decisions about whether dams, towers, highways and other projects will likely harm imperiled species.
Approximately 200,000 comments opposing the changes were submitted to the Interior Department in the 60 days it allowed for the public to respond to the changes. |

Das alte Spiel: Man sieht die Tiere der Wildnis als Eigentum der Jäger. 24 Mio. $ "Schaden"? Lächerlich!

Es ist leider eine alte immer wieder kehrende Diskussion mit dem Wolf als angeblich Hauptschuldigen an der Verkleinerung von Wildbeständen.
Bereits im Buch von Farley Mowat - Ein Sommer mit Wölfen, in dem F.Mowat seine Erlebnisse, als von der kanadischen Regierung beauftragter Biologe wiedergibt, soll der Wolf am starken Rückgang der Wapiti-Population in der Tundra schuld sein.
F.Mowat stellt dann zwar gegenteiliges fest und schreibt, dass durch die Trapper im Jahr ca.112.000 Wapiti getötet werden.
Trotzdem läßt die kanadische Regierung viele Wölfe Ende der 50-er Jahre mit Gift töten. |

Auf jeden Fall hat diese Entwicklung eine - zumindest kurzzeitig - aufschiebende Wirkung, sodass mehr Zeit zum Handeln und Alternativen finden bleibt.

Wyoming wolves will remain listed under the ESA

In a move that's sure to disappoint conservationists and almost certainly lead to another round of lawsuits, officials in the Obama administration announced today that they will proceed with the delisting of gray wolves in the northern Rocky Mountains.
"The successful recovery of this species is a stunning example of how the (Endangered Species) Act can work to keep imperiled animals from sliding into extinction," Secretary of the Interior Ken Salazar said in a prepared statement . "The recovery of the wolf has not been the work of the federal government alone. It has been a long and active partnership including states, tribes, landowners, academic researchers, sportsmen and other conservation groups, the Canadian government and many other partners."
Wolves will specifically be delisted from protection under the ESA in all of Idaho and Montana and in portions of eastern Washington, eastern Oregon and northern Utah. But, like the decision announced just days before former President Bush left office in January, wolves living in Wyoming will remain listed under the ESA, said Ed Bangs, wolf recovery coordinator for the Fish and Wildlife Service in Montana.
Federal officials say Wyoming's classification of wolves as "predators" across the majority of the state threatens wolf recovery. That designation would allow wolves to be shot on sight at any time of the year in the designated predator zone. Wyoming officials drew fire last year when hunters began gunning down wolves throughout the predator zone within days of the delisting.
Today's delisting announcement also covers gray wolves living in the upper Midwest, where up to 4,000 of the predators exist.
For the delisting to take effect, federal officials with the U.S. Fish and Wildlife Service must first publish the delisting rule in the Federal Register. Thirty days later, the rule will take effect.
Bangs said the delisting will likely take effect sometime in mid- to late-April. This likely means that hunters in Idaho and Montana will be able to hunt wolves later this fall should the delisting stand.
The Fish and Wildlife Service decided to delist wolves in Idaho and Montana because they have approved state wolf management plans in place designed to ensure the conservation of the species in the future, an official news release sent out by the agency this morning states. According to federal officials, there are currently about 95 breeding pairs and 1,600 wolves residing in Idaho, Montana and Wyoming.

The Endangered Species Act was not meant to keep animals listed forever; it was designed to turn management back to the states, he said.
Friday's announcement doesn't include Wyoming, because that state's wolf management plan has not met the requirements of the U.S. Fish and Wildlife Service, Salazar said. Idaho and Montana have approved wolf management plans.
"I don't believe we should hold these two states hostage," Salazar said.
The Fish and Wildlife Service, which made the decision to delist gray wolves in Idaho and Montana in January, will send the delisting rule to the Federal Register for publication. The rule would take effect in mid to late April, 30 days after publication.
When delisting becomes official, Idaho would again take over managing wolves under state law adopted in 2008 and under a wolf population management plan also adopted last year.
"Our plan is to manage wolves as we do other big game," Groen said.
Fish and Game is ready to apply the same professional wildlife management practices to wolves as it has applied to all big game species, which all have recovered from low populations during the early 1900s, he said.
Wolves were all but extirpated in Idaho by the 1930s. They were declared endangered in 1974, and a federal recovery effort brought 35 wolves to central Idaho in 1995 and 1996. Wolf numbers have grown steadily since then, to a minimum of 846 today.
Fish and Game has supported recovery efforts. Based on the Legislature's 2002 Wolf Conservation Plan, Fish and Game biologists developed a wolf population management plan, adopted by the Idaho Fish and Game Commission in March 2008.
Fish and Game will propose wolf hunting seasons this fall, subject to Fish and Game Commission approval.

Die Mail von den "Defenders of Wildlife" habe ich auch gerade gekriegt. Also geht das Morden wohl weiter.
War ja zu erwarten. Auch Obama ist nur ein Ami, für den der "Heilige Dollar" im Zweifelsfall mehr zählt als Artenschutz... 
Und nur um Dollars geht es: "elk, rural communities and hunters"

Wenn es niemand macht, dann mache es halt ich.
Vorgestern sind die Wolfe in weiten Teilen der USA aus der Liste der gefährdeten Tierarten genommen worden. In den strittigen Regionen in
den nördlichen Rockies stehen zwei Drittel des Wolfsbestandes auf der Abschußliste. Im Gebiet der großen Seen läuft das viel gemäßigter ab,
Dort gab es schon immer Wölfe und die Toleranz ist entsprechend größer.
Das alles ist zwar weit weg, aber ich denke, man kann für uns eine Menge
daraus lernen. Nachdem ich in dem Thema einmal drin bin, werde ich auch weiter berichten.
Stand der Dinge: Defenders wird die Entscheidung rechtlich angehen und initiiert momentan eine Telephonaktion um unmittelbar das Mißfallen über
die Entscheidung der Obamaverwaltung auszudrücken.
Die Wolfsmanagementpläne der Einzelstaaten, die jetzt Gültigkeit erlangen
werde ich zusammen mit Grey auf den Wolfswelten beschreiben und vielleicht auch hier rüberziehen. Würde mir fast Verstärkung wünschen,
weil das eine Menge Arbeit ist. Wenn jemand sich das zutraut und sich absprechen kann, im Team geht das leichter und die Wölfe haben das verdient!
Man hört von mir, ich gebe nicht nur Links weiter! |

Defenders hat gestern aber auch noch mal geschrieben, das die "Jagd" auf die Wölfe schon in den nächsten Wochen beginnt (auf jeden Fall noch im Frühjahr). Sollten die Aktionen von Defenders keine Wirkung haben, werden 1000 - 1500 Wölfe "entnommen"  |
